Born in England in 1900, Frank Carter is an oil painter, noted particularly for his street scenes. Trained in advertising art, he worked as an industrial designer in London and Australian cities, and has taught arts and crafts in Melbourne at secondary and tertiary levels. Carter has been commissioned to paint murals and portraits.
