Born in St Petersburg, Russia, Peter Panow studied at the Academy of Fine Arts under Riloff. He managed to leave Russia after the Revolution and lived for a time in Paris, where in 1923, he held his first one-man exhibition. He later moved to Estonia where he lived until the occupation at the start of World War II. He lived in Germany until 1948 when he travelled to Australia where he lived for the remainder of his life.
