Born in England in 1859, Rivers studied in England and exhibited at the Royal Academy in London before coming to Australia in 1889. He settled in Queensland, where he worked to establish the Queensland Art Gallery, of which he became curator. He spent the last ten years of his life in Tasmania, an active member of the art community there.
