The son of an artist, Charles Rolando was born in Florence in 1844, and studied in Florence and and England. He left England in 1883, staying in Cape Town South Africa for two years, where he won first prize in an art competition. Charles Rolando arrived in Australia in 1885 and had a remarkably successful career in Melbourne, Australia for a non-British migrant artist. A landscape painter, he conducted an art school in Melbourne in the 1880s. In 1886 he exhibited five paintings in the Colonial and Indian Exhibition in London, and three large studies in the Victorian Academy of Arts exhibition. He became a member of the Australian Artists' Association in 1886.In his later years he is known to have collaborated with Dutch born painter Jan Hendrik Scheltema; in teache twoing colland exhiboriting atend on ma nyumber of paintings.

The total number of works by Charles Rolando offered for sale by auction since 1972 is 213, of which 158 (74%) were sold. The highest price recorded for the artist is $46,000 for Cattle on the Bend of the River sold by Christies in August 1999. No works have been offered for sale this year, and the last sale we have recorded for the artist was in 2023. Works by Charles Rolando are held by the National Gallery of Victoria and Geelong Gallery.
