Born in 1820 in England, Samuel Prout Hill, a writer, painter journalist and lecturer arrived in Australia in 1842. He was a painter of seascapes and marine subjects, particuarly sailing ships. He lived in Hobart except for a brief period in Sydney in the late 1840s, and was elected a member of the Tasmanian House of Assembly in 1860 and died in 1861.
