Percy Rudolph Campbell was born in the third quarter of 1869 in Pancras, London. He came to Australia circa 1886 and settled in New South Wales. He is believed to have been active from 1890 to the 1920s, but continued painting until 1927 as evidenced by one existing painting of Wentworth Valley in the Blue Mountains. He painted mainly in the Hawkesbury area. He is known to have made one trip to New Zealand, probably early in the 1900s.

The highest price recorded for the artist is $3,300 for Bronte Beach and Baths sold by Davidson Auctions in August 2022.
