Born in Akaroa, near Christchurch in 1881, Nugent Welch was the son of artist Joseph Sandell Welch. He studied briefly at the Canterbury School of Art and Wellington Technical College, but was mainly self taught. He became a professional painter in 1909. During World War I Welch was appointed official war artist with the New Zealand forces in France, and several of his paintings from that period are held in the War Memorial Gallery in Wellington. He exhibited his 'plein air' paintings with the New Zealand Academy of Fine Arts in Wellington from 1904, and was a member of Nairn's Silverstream school.
