An English sketcher and surveyor, James Willis studied drawing under Conrad Martens in Sydney in 1848. He exhibited pencil and watercolour landscapes of New South Wales with the New South Wales Academy of Art from 1872. Willis worked as a surveyor with the Surveyor-General's Office from 1853. His last known painting was dated 1896.

The highest price recorded for the artist is $2,891 for St. Marks Church, Darling Point sold by Christies in November 1986.
