Born in Randwick, Sydney in 1886, Morgan studied under Julian Ashton and Sydney Long, at the Sydney Art School (later known as the Julian Ashton Art School). . Principally an etcher, he was a member of the London Society of Graphic Arts, a Fellow of the Royal Art Society of NSW and president of the Australian Painter-Etchers' Society. James Morgan exhibited six works at the June 1922 exhibition of the Australian Painter-Etchers’ Society and was listed on the catalogue as a member of the Society. He was also a founding member in 1938 of the 'XV Independent Artists Group’ a breakaway group from the Australian Academy of Art. By the early 1940s he had joined the long established Royal Art Society and become a regular exhibitor.
