Born in Victoria in 1900, Kilgour studied at the Sydney Art School and in England from about 1930at St. Martin's School of Art, Chelsea Polytechnic and the Royal Art School to 1938. He returned to Australia in 1939 and took up a teaching position at the East Sydney Technical College from 1939 to 1970. He is principally a landscape artist and held about 10 exhibitions in Brisbane, Melbourne and Sydney after his return until 1983. A restrospective of this work was held at the New England Art Museum in 1977.
