Born in Poland in 1919, Halpern arrived in Australia in 1939. He studied fine art in Lvov, Poland before the Nazi invasion, at the George Bell School in the 1940s .and briefly at the Royal Melbourne Institute of Technology. A painter and potter, he returned to Europe in 1951 where he worked and exhibited regularly in Paris, and also in Italy and Denmark. He returned to Melbourne in 1966 where he died in 1969. In 1970 the National Gallery of Victoria held a retrospective of his work.
