Born in Melbourne in 1933, Kay studied at the Royal Melbourne Technical College and in Europe. He is best known for his theatrical designs for the National Theatre and other Melbourne ballet groups, particularly those used in the production of Don Quixote. In 1956 he travelled to Europe where he gained further acclaim in theatrical design. Kay's works are represented in the National Collection, Canberra and in the state galleries of Victoria and Western Australia.

The highest price recorded for the artist is $1,140 for Landscape with Figures 1956 sold by Leonard Joel in June 2009.
