Charlie Hills was born in Launceston, Tasmania in 1886. Painting in his own time, was a traditional landscape artist painting in watercolour. He exhibited with the Launceston Art Society from 1933-35 and 1937-41. He apparently moved to Melbourne, working as a bank manager. He was a Council Member of the Victorian Artists Society and Secretary of the Australian Academy of Art.
