Born in Dunnolly, Victoria in 1870, Harcourt studied at the National Gallery School in Melbourne from 1886 to 1888 and after spending time in the Western Australian goldfields in the 1890s, he went to London and studied at the Westminster Art School in 1901 with further studies in Belgium and Paris. Well known for his paintings, he was also an accomplished musician and instrument maker. He returned to Australia in 1912 living in Melbourne and Sydney, until 1992 when he spent six years in Europe and the UK. On his return in 1928 he lived in Heidelberg Melbourne, and continued exhibiting until 1938.

The highest price recorded for the artist is $9,900 for Tea Party sold by GFL Fine Art in July 1999.
