Born in Melbourne in 1916, Purvis was a naval officer who took up painting in 1950. He studied in London from 1961-64 and at Royal Melbourne Institute of Technology and Prahran Technical College. He retired from the navy in 1971 and was appointed Chief Executive Officer of the Regional Galleries Association of Victoria in 1977. An impressionist painter he held 10 exhibitions in Melbourne from 1974 to 1984.
