Born in Melbourne in 1915, Frawley studied extensively in Melbourne and was a member of Melbourne's Bohemian art word of the 1930s. An official war artist during World War II, he was a member of the Victorian Artists Society. From 2009 he lived in Sri Lanka. He died in 2012 and was buried in his home village of Biyagama, outside Colombo. He is represented in the National War Memorial in Canberra, the Royal Australian Armoured Corps Memorial and Army Tank Museum at Puckapunyal.
