Born in New South Wales in 1930, Sparks studied at Hobart and East Sydney Technical Colleges. Best known as a watercolour artist, he also paints in oils, mostly landscapes and figural studies. He has exhibited widely and won numerous art awards. His works are represented in several provincial collections including the Orange Regional Gallery in NSW.
