Royal Navy commander, harbour master and painter of seascapes, Captain Charles Russell was a commander in the Royal Navy but on his marriage to he took up farming in Sussex. He later emigrated to Perth, Western Australia and was appointed Harbour Master at Fremantle, a position he occupied from 1886 to 1902, after which he returned to England. He exhibited with the Wilgie Art Club in 1890 and his work was included in The Colonial Eye at the Art Gallery of Western Australia in 1979.
