Born in Plymouth, England in 1946, Rankin arrived in Australia with his family in 1949. He initially trained as a teacher, and began to paint soon after graduating. As self-taught artist and printmaker he held his first solo show in Sydney in 1968. In the 1970s he founded the publishing house Port Jackson Press, specialising in fine art prints. He won the Wynne Prize in 1983 as well as the Fremantle Print Award. iIn 1985, His work was included in Four Australian Artists in London and was awarded a major UNESCO commission in 1987. In 1989, he left Australia to live in New York.
