Born in the United Kingdom in 1781, William Huggins made drawings of Tasmania and Western Australia while serving at sea for the British East India Company. He exhibited with the Royal Academy from 1817 to 1844. In 1834 he was appointed marine painter to William IV. Huggins works are represented in 'The Colonial Eye' in the Art Gallery of Western Australia.
