A well known painter and illustrator, Waugh was born in 1860. Painting in both watercolour and oils, he is best remembered for his bush landscapes. He spent some time painting with the artists of the Heidelberg School, which influenced him to some extent. He exhibited with the Victorian Artists Society from 1892 to 1916.

The total number of works by Hal Waugh offered for sale by auction since 1972 is 112, of which 74 (66%) were sold. The highest price recorded for the artist is $4,370 for Macquarie Street, Hobart sold by Christies in August 1996.
