Born in London, he arrived in Sydney in 1832, having trained as a surveyor and architect in Edinburgh. Russell made the first survey of Melbourne. Worked as surveyor and architect in Melbourne for many years. His early views of Melbourne are in the Historical Collection, Melbourne Public Library, Canberra National Library and Dixon Gallery.
