Born in Victoria in 1889, Collins studied at the National Gallery Gallery School, Melbourne from 1925 to 1930. A portrait and landscape painter, he was a finalist in the Art Gallery of New South Wales Archibald Prize in 1925, 1926, 1927, 1933, 1938, 1941, 1944 1949, 1952 and 1955 and the Wynne Prize in 1941. However only one exhibition is recorded, held in Melbourne in 1957, and he died the same year.
