Born in England in 1827, Dowling went to Van dieman's land at the age of 7 with his family. After leaving school he worked as a sadler but in his mid-twenties, after taking lessons from Thomas Bock and others, advertised as a portrait painter. In 1857 he travelled to England, and studied at Leigh's Academy, London. He exhibited at the Royal Academy London from 1859-82. Robert Dowling returned to Australia in 1876 and continued with his portrait painting.
