Born in Ballarat, Herbert studied at the local technical school, where he later taught. He became assistant art inspector to the Victorian Education Department and was appointed official war artist in 1941. Herbert was a member of the Society of Artists and the Commonwealth Art Advisory Board. He was a distinguished artist in watercolour and drawing.
