Born in Victoria in 1893, Jorgensen studied at the National Gallery School, Melbourne, and in England and Europe. He taught art in Melbourne for several years in the 1930s. He moved to Eltham in 1935 where he founded Montsalvat, the famous artists' colony. The colony developed to the extent that it is now a major tourist attraction in the area.
