Born in Sydney in 1889, Owen studied in Sydney under Dattilo Rubbo and Gerald Fitzgerald and later at the Grosvenor School in London. She was a member of the Australian Watercolour Institute and her works are represented in several New South Wales public collections. She exhibited 6 paintings at Society of Women Artists between 1924-1929. A retrospective exhibition of her work was held at the Mitchell Library in 1977.
