Born in Devonshire, England in 1882, he studied in London under George Sherringham, and held his first exhibition in London. Jarvis emigrated to Australia in 1915 at the age of 33, settling in Queensland, where he was appointed Government Entomologist in the Queensland Department of Agriculture. His work is represented in the Queensland Art Gallery. He was a member of the Royal Queensland Art Society where he exhibited his watercolours in 1912 and 1915.
