Born in Randwick, Sydney in 1897, Rousel studied at the Royal Art Society School's, Sydney evening classes from 1912 to 1918 and winning two scholarships for drawing. In 1935 he studied at the Slade School, London and the Royal Academy School. While in London he exhibited at the Royal Academy, the Royal Portrait Society and the Paris Salon. He became a vice-president and life member of the Royal Art Society of NSW.
