Born in Broken Hill in 1920, Penberthy studied at Perth Technical College and under the tutorship of Norman Lindsay. He was the first post-war rehabilitation student at the Melbourne National Gallery School. A realist painter in the European tradition, he has exhibited widely since 1940 specialising in industrial murals located in various locations around Melbourne. He was awarded the Sulman Prize in 1955 for his work Oriental Mural. In his later years he lived at Yamba in northern NSW.

The highest price recorded for the artist is $3,900 for 'The Enchanted Pilgrims' sold by Davidson Auctions in May 2020. This year one work has been offered for sale.
