Born in Cowra, New South Wales in 1945, Brown was awarded a Diploma from the National Art School, Sydney after studying from 1961 to 1967, and became a lecturer there from 1969 to 1974. he also lectured at Sydney University, Sydney college of the Arts and the National Art School. A printmaker and abstract painter, he has exhibited in solo shows from 1969 in Sydney, Melbourne, Brisbane and Wollongong, and also been included in group shows. He won the National Art Students Club Prize in 1967, as well as a number of other prizes at art shows.

We have records of art auction sales by Bill Brown from 1983 and in total 52 works by the artist have been offered for sale, of which 31 (60%) were sold. The highest price recorded for the artist is $1,980 for Blue Bridge 2 1973 sold by Sotheby's in June 1992. No works have been offered for sale this year, and the last sale we have recorded for the artist was in 2023. Works by Bill Brown are held by the National Gallery of Australia, Art Gallery of NSW and a further three major public national galleries (see list below).
