Born in New Zealand in 1901, Savage studied sculpture and painting in New Zealand and initially worked as a designer and modeller on the Parliament buildings in Wellington, before moving to Sydney to work on St Mary’s Catholic Cathedral and the State Theatre. In the late 1920s and early 1930s Savage travelled through the Pacific islands where he began painting and on his return to New Zealand he held a solo exhibition in Dunedin in 1933, followed by exhibitions in Auckland and Christchurch and Dunedin. He continued painting and exhibiting in New Zealand and in 1955 travelled to Europe, ultimately settling in Spain where he was given honorary Spanish citizenship.
