Born Rosa Dixon in Canterbury, New Zealand in 1865, Rosa Spencer Bower was the mother of well known artist Olivia Spencer Bower. She studied at the Canterbury School of Art and in 1901 went to Europe to study in London and Rome. She settled in England after marrying, sending work back to the Canterbury Society of Arts for exhibition. She returned to Canterbury in 1919 with her son and daughter. Rosa Spencer Bower is best known for her watercolours of English woodland scenes.

The highest price recorded for the artist is $3,277 for Early Christchurch Botanic Gardens sold by Watson's Auctioneers in May 2005.
