Joshua Higgs was born in England and trained as an architect and surveyor as well as being a gifted artist. He migrated to Australia in 1852 landing in Melbourne, where he supervised public bridge construction works. In 1857 he moved to Northern Tasmania to supervised construction of a residence for Captain Dumaress. He later built a residence for himself at Chudleigh and took up farming. He also undertook supervision of further public works and became Inspector of Works in Northern Tasmania. He later moved to Launceston where he worked as a surveyor planning several new suburbs for the township.
