Born in England in 1843, Cook arrived in Melbourne in 1853. He studied painting, engraving and lithography under Nicholas Chevalier. He was a colleague of Tom Roberts and Rupert Bunny and a foundation member of the Victorian Academy of Arts. He returned to England in 1873 where his work was exhibited at the Royal Academy.

The highest price recorded for the artist is $46,020 for View of the Waiau River Entering Lake Manapouri sold by Dunbar Sloane in November 2018. This year one work has been offered for sale.
