Born in England in 1882, Phillips arrived in Australia as a child. She studied at the Melbourne National Gallery School under Bernard Hall and Fred McCubbin, later becoming a teacher of Fine Arts at Swinburne Technical School (in the early 1920s). She has won several awards including the 1957 Albury Prize.
