Born in Newcastle, New South Wales in 1913, de Silva studied at the Sydney Art School and the Brisbane Central Technical College. His landscape paintings of Queensland country landscapes are in traditional style and have been awarded prizes at art shows in Queensland, including the H. Caselli Richards Prize in 1957, the McCaughey Prize in Melbourne in 1960; the Toowoomba Centenary Prize in 1960, and the Toowoomba Art Prize for Watercolour in 1965. He died in a road accident 1981 and the Ascot Art Society commemorates his life with the annual award of the Frank de Silva Memorial Prize for Painting.
