Robert Proctor was born in Scotland and arrived in Christchurch about 1886. He studied at the Canterbury School of Fine Art and with Petrus van der Velden. He exhibited and taught in Christchurch thoughout most of his career, He moved to Melbourne in 1928, where he died seven years later.
