Born in Victoria in 1916, Sullivan trained to be a commercial artist but his later art studies at the Royal Melbourne Institute of Technology were interrupted by service during World War II. He was a member of Victorian Artists Society and the Australian Realist Artists Guild. A decorative impressionist painter of landscapes, he held several solo shows in Melbourne and provincial Victoria and was included in many group shows.
