Born in Belgium in 1869, Dechaineux arrived in Sydney in 1884. He attended East Sydney Technical College and later was a lecturer there, after taking lessons from Julian Ashton at the Art Society of New South Wales, he later moved to Tasmania where he was founding principal at the Hobart Technical College from 1907 to 1939, while also teaching art there. Until his retirement in 1939. Dechaineux was known as the father of technical education in Tasmania.
